7 Watts? That's incredibly low. I just measured my little submersible with a slightly lower flow rating and a slightly (1.2m) higher head, and it's 40-44 watts. Not that I run the thing all the time, but a 75% reduction in consumption is pretty hot. If you end up getting that thing, can you amp it out to see what it's actually pulling? You'd have to have a fairly accurate amp meter to be able to detect ~.1 amps.
