I'm gonna have to get the readings on the harder to reach Y driver now because it is working correctly when stepping is changed. X is ignoring stepping changes completely and staying at 250 steps an inch. It's weird having Y at 2000 steps and inch and x still poking along at 250 when you are testing movement distance

The voltages on the pins look correct. The board is sending the right signals to change the microstepping. If you have not tried this already, move the working driver to the X axis.

I ordered some Pololu A4988s to see what happens. Fingers crossed

The new stepper driver boards (a4988) fixed the issue with the micro-stepping. Now it is working perfectly and I'm happily getting 1000 steps/inch. I also had an issue with x axis being intermittent but that was due to an internally broken wire I tracked down (it would intermittently lose contact but for the most part was contacting so hard to find).
