How long before tube and supply are safe to touch

Is there a large capacitor inside most laser supplies. If so do they slowly discharge themselfs over time. On my cnc I have a large capacitor, when I turn the power off a large resistor next to it get hot, I think this is it discapating its power as heat out of the cap. Are laser power supplies similer and how long should I leave it before it is safe to touch again after switch off.

On some power supplies the fan helps drain the power. I wait 5 minutes and hit the manual fire button a time or two before going near the terminals.
