Laser output setting in DSP

In the light object DSP, when you set the max laser power output setting to a level (let's say 60%) will that be the max that you can use for engraving / cutting?

In other words, if you set the max to 60%, does 60% become the new 100%, or is 60% the max you can use in a job?
