If the Prize was based on CNC Laser cost?

If someone (hyperthetical) were putting up a prize for the 'absolute' minimum build cost for a CNC Laser (Software, hardware, Jig etc) that can cut on a maximum base size 300x400 (12"x16") and board max 6-8mm (1/4"); what do you think it could be got down to?. I think for many people (as individuals) its a non starter unless they are guided along such a cost path.
