I don't follow Ben's description at all.
Anyway here is an exploded view of what I did. The control panel mounts to a sub plate using it's mounting screws and the sub plate mounts to the back of the skin. The membrane switch panel is rather thick so it still sticks out a about 1mm. I might slip some washers between the panels to get it flush. The edge of the control panel is raw yellow FR4 so it is nice to hide it a little. If you have a problem with screws, you could always glue the sub panel to the skin. The control panel would still be removable.
Those dimensions are what I measured by hand.
